I found this article about APEX and Server side conditions. I have a report from a table which doesn't contain username only the referring ID. So when I display the report, I'd like to present username in the column of ID. So I tried "Rows returned:" and added this SQL script: SELECT NAME FROM PEOPLE WHERE ID = :PEOPLEID;
:PEOPLEID <== this is the row in the report which I want to change to username
My question is how to refer to a row in a report. Thank you.

Server-side condition is not for this purpose.
To show the name instead of the id, you need to put the join in your report query. Below is an example:
Then hide the people_id column from the report and show the name column.
