With a Custom Dynamic Action using apex.event.trigger('pl_sql_procedure'); I called a plsql procedure and it works fine.
But in case the procedure raise a exception the client side (browser), the msg error is catched by standard Alert popup and presented.
The question is how could i catch these event message and present more nice form ?

I think you can try to convert your custom dynamic action to the Ajax callback process and then call it using the apex.server.process namespace. Then you would be able to show the custom error messages. Below is an example:
PL/SQL Ajax Callback Process - Name: pl_sql_procedure
Instead of using apex.event.trigger('pl_sql_procedure');, call the above Ajax callback using the JavaScript code below:
Now whenever a string other than SUCCESS will be returned, it will show the alert message.
