You can access the Active Directory as the remote database in Oracle. Please check the following tutorial for step by step examples:
https://www.cdata.com/kb/tech/activedirectory-odbc-oracle-hs.rst
After that, you would query the active directory and the same query you can use for the LOV in Oracle Apex.

Hi Vinish,
Thank you very much for your quick response. I've read through the tutorial you provided. It sounds a good approach that I'd never known before. However, I'm not able to do all the configurations in our server as mentioned in the tutorial since I'm a front-end developer only. I'll try to talk to the Oracle dba in my work place and ask for assistance in order to try this approach.
I've been looking on the oracle apex reference and builder/user guide and found a Search Function with LDAP. Below is a sample query provided in apex 19.1 document which I may be apply it in the LOV:
===============
SELECT dn, mail, dispname, phone from ( select dn, name, val from table(apex_ldap.search ( p_host => 'ldap.example.com', p_search_base => 'dc=example,dc=com', p_search_filter => '&(objectClass=person) (ou=Test)', p_attribute_names => 'mail,displayname,telephonenumber' ))) pivot (min(val) for name in ( 'mail' mail, 'displayname' dispname, 'telephonenumber' phone ))
=======================
How to create or customize the function of apex.ldap.search and use it in my case is a big issue. I will greatly appreciate it if you can help me out!
