I want to use the rich text editor for entering comments. When I save data in database, I see HTML tags instead of bold or italic text.

Yes, it will save the data with HTML markup if you are using the rich text editor. It will convert the text in bold or italics when you open the record in Apex to view.
But in the table, it will store with HTML tags. You can strip these HTML tags when querying the comments column in other reports or PL/SQL program. Below is an example:
Now you will get the just data without HTML tags.

I tried with regexp_replace function, but it only hide HTML tags.
I want to display bold and italic text in comments region.

In a region, you can show the comment data as-is with HTML tags so that it can get the same formatting.

I changed comment text column type to Percent Graph and it works ๐
